In the early seventh century, international situation in East Asia was changed rapidly due to the result of war between Goguryeo and Sui Dynasty. Sui Dynasty, established in 581, collapsed after only 38 years and in the meantime Dolgwol regained power at high speed. Then Tang Dynasty, which newly appeared, could not but wait to accumulate their ability straightening out the domestic and foreign confusion.
After the 27th king of Goguryeo, Yeongnyu came to throne in September, 618, he considered diplomatic relations with China as the most important matter. So Goguryeo showed a positive manner to establish a friendly relationship with Tang Dynasty and Tang Dynasty also revealed a moderation of attitude.
But from September, 628 when Emperor Taizong of Tang came to throne, the relationships between the two countries brought about changes. As Tang destroyed Kyung-kwan(京觀), negotiations between both countries were broken off for a fairly long time. At that time, military provisions like the construction of Cheolli Jangseong were conducted.
As『Buljotonggi』(佛祖統紀) showed that Buddhist monks had been dispatched in 634, the correction of foreign relationships between Goguryeo and Tang Dynasty, which have ever been known for being severed until 640, became inevitable. According to the book, after buddhist monks of the Three States including Goguryeo had arrived in Laizhou(萊州), they requested the exchange of Buddhism. Considering respond of Tang in those days, it is difficult to see the exchange of Buddhism in 634 as a simple religious problem. Seeing that the crown prince was dispatched in 634 as a preposterous countermeasure, two facts seem to have a clear connection.
The Thing was the initiative among the nobles that preferred the tough military policy like Yeon Gaesomun. The class with power that governed Goguryeo operated the nation through agreement. But the burden resuting from a large-scale construction of a fortress and the failure of an attack on Silla caused the weakness of a hard line.
In addition, as a result of sending the crown prince, while Chen Dade(陳大德), the official of Tang, entered Goguryeo, the internal information of Goguryeo was spilled. Consequently the conflict in the inside of Goguryeo was heavily intensified.
