The purpose of this paper is to examine the relationship between economic growth and Confucian culture in Singapore and to approach and interpret the 'Asian values' campaign, which is promoted in recent years by the Singapore government, in terms of the latter's political, social and culture environments. Singapore has been ruled by a single party, the People's Action Party, since its independence, with a dominant ideology of pragmatism which is to be realized through capitalist economic development plans and suppression of political freedom. Since the 1980s, however, the Singapore people have begun to oppose the authoritarian regime and been concerned with individual freedom, political participation, democracy and human rights, as their quality of life has been greatly improved and western values and lifestyles have widely spread. To this changes the dictatorial government has been responding with revitalization of Confucian values and ethics rather than with structural and institutional reforms. In its cultural campaign the Singapore government promotes the idea that Confucian values are indeed shared by the Singapore people as a whole and have played a crucial role in its economic development. But the idea is far from the reality; rather it was mobilized by the ruling group to perform an ideological function to secure its political hegemony. The Singapore case has an important implication for the theory of social capital. The 'Asian values' thesis claims that Confucian values have provide a useful social capital for societal development. But, as the Singapore case shows, social capital does not necessarily produce positive effects for a society or an individual, but may have negative functions.
