The purpose of this study is to examine the Korean government’s art policy and the present condition of its support, to analyze their problems, and to suggest issues for developing performing arts.
The results of the study are as follows. First, the right to enjoy culture has to be expanded. And universal access to the right has to be enlarged. Policy studies for promoting consumers’ ability to enjoy culture and arts have to be involved. Second, the government’s support system for culture and arts must be improved. And policy for art foundation is needed. Building justice in culture and arts policy is required, too. Third, policy support for the weak people in culture must be more reinforced. A customized supporting system has to be devised. Fourth, the opportunity to receive culture and arts education must be enlarged. Culture and arts education is a very useful way to develop sensitive ability and creativity, and to form preference for culture and arts. Fifth, establishing work structure between the central and local government is needed. The central government has to concentrate on a national strategic project and the local government must focus on a region-specialized one. Seventh, long-term strategies to establish and continuously implement support policy are needed. And the policy has to concentrate on investments to develop arts groups. Finally, the government has to accept paradigm changes of culture and arts. In the policy, it is necessary to not only support amateur artists who are consumers of culture and arts, but also evolve them into producers.
