The main purpose of the city and county comprehensive assessment is to increase city and county participation and to improve the quality of administrative services. Therefore, Gyeonggi Province is carrying out the assessment every year and continuously improving evaluation indicator. In this study, it is aimed to review, revise, and complement the evaluation indicator to ensure appropriateness and validity of the city and county comprehensive assessment indicator.
The proposed indicators are evaluated according to the criteria of the evaluation indicator, the method of measurement by the indicators, and the formula. Afterwards, joint workshops including city, county, departmental, evaluation officer, and researcher were conducted to check the indicators. Lastly, we will assign weights according to the determined indicators through expert meetings. Among 31 evaluation indicators presented in 2019, 31 evaluation indicators were decided excluding 3 indicators that are not adequately used as evaluation indicators.
The problems that emerged during the evaluation indicator development process are as follows: First, an over-emphasizing indicator for the expansion of city and county participation. Second, insufficient understanding of the performance indicators of department officer. Therefore, the following points should be considered in the development process of the city and county comprehensive assessment in the future First, it is necessary to implement the guideline and education related to the establishment of the evaluation indicator so that the person in charge of the department can improve the understanding of the indicator. Second, it is necessary to prepare individual plans to expand the participation of city and county in policy so as not to concentrate too much on expanding participation of city and county among various purpose of assessment. Third, existing indicators should be systematically identified based on existing evaluation results when revising evaluation targets.
