This study examines how citizens’ participation is practically working on the policy perspective of ‘urban regeneration’ and re-clarify the meaning of ‘citizen participation’ through a grounded theory analysis.
The results present that the way of ‘citizen participation’ has been changed from the resistant participation in a hierarchical and administrative urban plan of the 1960s to the interactive participation in cooperative approach. The current urban regeneration is promoting local revitalization by emphasizing voluntary cooperation and actual participation of residents. However, it is also needed to examine actual phenomena microscopically to see whether a policy goal is realized in the real world or not.
This study deduces the reason why residents continue to participate in all the processes of urban regeneration. This study also focuses on an essential meaning of ‘participation’ to explain the gap between theory and practice under the circumstances where residents are participating in the urban regeneration projects in order to realize their physical and personal expectations.
The results show that residents are sensitively reacting to ‘communication’ in the citizen participation process. The practical implications of the study are as follows: First, the concept and scope of participation should be clarified in order to reduce the difference between the public and residents’ recognitions on the bottom up approach and actual participation of residents. Second, education for strengthening capacity for the public as well as residents should be preceded.
