    ‘Shared Mobility Service’ is a service that provides cons umer mobility in the form of temporary sharing, not owners hip. The market is growing rapidly with diverse consumer demands and development of associated technologies.
    This study analyzed consumer issues in transaction, safety, and personal information in the field of passenger cars and micro-mobility shared services through business terms and conditions, consultation and media cases. In addition, analyzed domestic and international policy trends. Through this, future policy directions and improvement plans were suggested.
    Services such as ‘Car-Sharing’ and ‘Car-Hailing’ are characterized by smartphone app-based and non-face-toface or unmanned service. This creates different types of consumer problems from existing services, such as risk management and communication with consumers. In addition, ‘Electric-Scooter’ have raised safety issues due to their own risk and service proliferation.
    Republic of Korea has been at odds with the introduction of a new type of passenger car mobility service. The same go for overseas cases, such as Uber. Trade-offs are being discussed to meet consumer demand while strengthening operator responsibilities. Overseas, regulations have quickly introduced to counter the spread of risks related to electric scooters.
    Korea needs to implement policies to address regulatory gaps and to address and prevent consumer problems, along with a long-term national or urban vision for mobility services.
