Public construction procurement in Korea has two policies for regional construction SMEs. ‘limited bidding for local firm’ and ‘compulsory joint receiving with local firms’. Each of these policies has adopted and implemented by central and local government to protect regional construction SMEs and thus foster regional economy by them.
This paper empirically examines the factors, including two policies specified above, affecting regional construction firms’ probability of receiving orders. Specifically, using data from Statistics Korea, we construct a probit model with the records of contract data of individual firms level. The main results are as following. First, regional firms’ probability of receiving orders is higher in public construction procurement as compared to private construction contract. Second, the effects of increase in the regional firm numbers and labor productivity of the local firms positively affect the probability of local receiving orders. However, increase in contract prices decrease the probability of local receiving orders. Finally, our analysis suggests that estimated effects of ‘limited bidding for local firm" and ‘compulsory joint receiving with local firms" are 28.3%, 31.1%, respectively.
