비교적 보수적인 류길재 북한대학원대학교 교수와 나는 북한 문제 인식에서 차이가 있었다. 그 때문에 자주 논쟁을 했지만, 차이를 상호 존중하면서 북한 문제 해결에 어느 것이 유용한가 하는 관점을 공유했다.
여야, 진보와 보수 정치세력 간에도 그런 상호 의견 접근이 가능하다. 여야, 진보와 보수 정치세력이 대북정책을 둘러싸고 갈등하지만, 그것이 불가피한 것은 아니다. 문제는 차이가 아니라, 차이를 다루는 방법이다. 2017년 대선 패배 이후 보수 정치세력은 강경 보수 입장을 완화함으로써 여야 간, 진보와 보수 간 차이를 좁혔다. 그럼에도 북한 문제에 관한 대립과 갈등은 여전하다.
그런데 역대 정부의 대북정책 기조를 담은 ‘국가안보전략’은 대동소이하다. 그럼에도 여야가 대립하는 가장 큰 요인은 대북정책의 차이나 북한문제 인식의 차이 때문이라기보다 국내 정치 문제일 가능성이 크다. 진보와 보수 정치세력 간 북한 문제를 둘러싼 대립은 대북정책이 아닌, 우발적 사건에 대한 대응의 차이가 축적된 결과로 보아야 한다. 그런데 그 대응의 차이를 초래하는 것은 국내 대결 정치이다. 국내 정치적 대결을 위해 북한 문제를 동원하는 것이다. 따라서 국내 연합의 정치, 협치를 한다면 북한 비핵화를 포함한 북한 문제에서 여야 공동의 대북 접근이 가능하고, 대북정책의 안정성과 지속성도 보장될 것이다.

The late Ryoo Kihl-jae, a moderate conservative professor at the University of North Korean Studies, and I had differences in perception of North Korea issues. That’s why we often argued, but we could share views on that which is practical to solve North Korean problems while respecting the differences between us. Sharing each other’s opinions is also possible between South Korea’s ruling and opposition parties, progressives and conservative political forces.
For a long time the ruling and opposition parties, progressives and conservative political forces in Korea have been at odds over North Korea policy, but that is not inevitable. There is ample reason to cooperate. This is because their conflict is not just caused by one factor — that is, the differences. Rather, the problem is not the differences, but the way in which differences are dealt with. After the defeat in the 2017 presidential election, conservative political forces have eased their hard-line conservative stance, narrowing the gap between the ruling and opposition parties, and between liberals and conservatives. Nevertheless, confrontation and conflict remain over the North Korean issue. Regarding inter-Korean reconciliation, including the inter-Korean summit, the conservative opposition party launched an intensive attack on the ruling camp, calling it a disguised peace show.
However, it is hard to understand the reasons for the conflict when comparing each of the last four administrations’ “national security strategy,” which includes the government’s North Korea policy stance. The content is much the same. Nevertheless, it is highly likely that the biggest reason why the ruling and opposition parties are at odds is domestic political issues, rather than the difference in policy toward North Korea or the perception of the North Korean issues. The confrontation and conflict between progressive and conservative political forces is not caused by the North Korea policy itself, but by the accumulation of differences in response to accidental incidents between the two Koreas. And what causes the difference in response is domestic confrontational politics. In a word domestic political forces are mobilizing North Korean issues for political competition. Therefore, if the domestic parties cooperates, the liberals and conservatives will have a common approach to North Korea-related problems, including the denuclearization of North Korea. Doing so will ensure the stability and sustainability of the North Korea policy.
