The morphological characteristics of small and medium-sized cities that we experience today have been under the influence of modern and contemporary development history of our society. Against this backdrop, this study has analyzed these to identify the influencing factors and what caused the changes in urban morphology. The analysis of the study has been based on various data, including the original cadastral map, land registration map, and photographic data that demonstrate the characteristics of the times. This study has classified the modern and contemporary history into three different periods based on the spatial political theory, based on which the modern and contemporary development history of Gangneung has been analyzed. The first term, which is the Gangneung-eup administrative district period is characterized by a town built around the eupseong or town wall district. The second term, which is after the liberation saw Gangneung promoted to a city due with the reorganization of the administrative district and beginning to solidify its status as an urban municipal government. Following year 1995, it was integrated with Myeongju-gun into a city combined with the functions of rural and urban communities. Amid these changes, changes in urban areas have continued, whose significance has been identified through this study.
