Currently, Public buildings must perform more extensive functions. Because, there is physical urban expansion and users' demands are growing. In particular, the public office, which has to accommodate users who do not have clear user targets, such as children who need protection, the elderly, infants, and the disabled, has many difficulties from the design. Therefore, research on universal design theory is actively conducted as a tool to solve this problem. So far, the Universal Design Guidelines published by the relevant agencies have documented the details in great detail. However, there is no legal obligation and objective rating system to actively apply it. A similar scheme, Barrier Free, has published data that can be evaluated objectively. In addition, the Act on the Guarantee of Convenience Promotion for the Disabled, the Elderly, and Pregnant Women is mandatory to apply to park facilities, cultural facilities, public buildings, and public facilities. On the contrary, Universal Design can establish evaluation indicators in various ranges, including senior citizens, infants, and pregnant women, which are not covered by Barrier Free. Therefore, a reasonable evaluation system and legal obligations would have to be implemented. It is also necessary to study other facilities such as "public space" and "public facilities" as well as "public buildings."
