International Commission on Radiological Protection (ICRP) published Recommendation103. International Atomic Energy Agency (IAEA) revised General Safety Requirements based onthe ICRP 103 recommendation. It is necessary to predict the change of regulations based on the newstandards. The objective of this study was to reevaluate effluent concentration limits (ECLs) andresulting radiation protection cost by adoption of ICRP 103 recommendations. Calculation methodof effluent concentration limits was slightly varied depending on country. In general, the effluentconcentration limits were derived by considering dose limit, dose conversion factor, difference ofrespiration rate, and activity time of radiation workers and the general public. Two nuclides (3H,14C) for air effluent and eleven nuclides (3H, 60Co, 137Cs, 59Fe, 99Mo, 95Nb, 124Sb, 89Sr, 90Sr, 65Zn, 95Zr)for water effluent were selected for this study. The reevaluation results showed that ECLs basedon the ICRP 103 recommendation compared with the current ECLs were about 30% lower for aireffluents and similar or 70% higher for water effluents. However, real emission concentrations ina reference nuclear power plant were lower by a factor of about 40 for air effluents and 2,000 forwater effluents, respectively. In conclusion, it was estimated that no significant measures would berequired for the radioactive waste management system of nuclear power plants in order to complywith the ECLs based on the ICRP 103 recommendation. Radiation protection cost also would notchange much due to the application of effluent concentration limits. This study results can be used topredict the change of regulations and associate radiation protection optimization.
