There have been few studies on the police response to the forced mobilization of Korean laborer’s issue. Even with regards to related research, it is only enough to mention the fact that there were so many ‘escape’ of Korean laborers in relation to forced mobilization. However, No one asked why the police tracked the laborer escaped his workplace. Considering the notification of escaped Korean laborers, the task of this paper is to help the understanding of forced mobilization in War-time by identifying the management and control of Korean laborers by corporations and police. It is inevitable to mobilize the Korean laborer as a labor force to support the War-time economy. However, on the police point of view, the laborer, who is a collective transported Korean laborer, can neither inhibit the production nor disturb the backward of Battlefield. It was both sides of a coin. Therefore, notification of ‘escape’ in whole Japan was a measure taken to prevent production inhibition and to prevent social disturbances. Under the system of closely coordination between the enterprises and the police, Koreans who are forced to be mobilized by Japan are firstly monitored by the workplace, and secondly monitored by the national network of the police.
