This paper aims to identify the status quo of GHG emissions from international shipping recognizing the dire need of appropriate responses to the climate change in the sector of international shipping, analyze the previously attempted responses by international community, especially led by International Maritime Organization (IMO) and their loopholes, and seek ways ahead in response to those problems. The portion of GHG emissions from international shipping is significant enough, if not regulated appropriately, to prevent the Paris Agreement from achieving its climate change objectives and it is possible that the amount of such emissions will increase even more with an increasing volume of word trade. The international community led by the IMO has put its continuous efforts to regulate GHG emissions from international shipping and mandated regulations through technical and operational measures, but their effectiveness is not satisfactory. There are also several issues within the IMO. Accordingly, reinforcement of technical and operational measures, adoption of market-based measures, support for capacity-building of developing countries and pioneering efforts from individual countries are called for. Above all, the international community’s community spirit in dealing with climate change and all countries’ proactive attitude and willingness to participate are prerequisites for all these efforts as they are for all other global environmental issues. Korea, as the biggest ship building country and the 10th largest trading country in the world, has to pay special attention to the development of international regulation of GHG emission from international shipping and participate in the international forum on the problem to lead the discussion on remainining issues and to prepare appropriate responses.
