The role of cultural heritage as living culture, which has been promoted by the current UNESCO and the consultative bodies of World Heritage Committee(WHC), signifies the Placeness formation where 'a historical monument erected on a point' accommodates the present-day value and coexists within the urban fabric. In this vein, this paper aims to comprehense the value of monument suggested by Alois Riegl, a scholar who systemized the intrinsic worth of monument, and the transitions in the symbolization of cultural heritage according to chronological changes. It ultimately seeks alternative ways of the actual state construction relating to new building action within or adjacent to historical site. For this, the theory on Riegl's historicity and 'Use Value' is demonstrated, and then it is revealed how universal point of view on current cultural heritage has been formulated. Next, the current value of world heritage is reconsidered through the analysis of regulations on 'The UNESCO Asia-Pacific Awards for Cultural Heritage Conservation', which reflects Riegl's standpoint on use value, and prize-winning works of 'The Award for New Design in Heritage Contexts'. On the basis of this analysis, it is explained whether such new structures acquire 'use value' surpassing the historical value. With iconoclasm as analysis framework, it intends to find the alternatives for the actual state building or alteration in the context of historical site on the background of Korea where historical value is more prominent than use value in regard of cultural heritage.
