The object of his study is to ernphasize the irnportance of "Culture" as main power for city growth. For that, this study selects the representative cities which are successful in contribution to the paradigm of city development, and researches the cases of successful culture city project. As the representative projects of culture city, there are European Capital of Culture Program which is well known intemationally and Urban Restoration Program driven by the Culture which presents almost whole countries and cities push forward. So, this study is based on precedent studies which two projects provide the new paradigm of city development. The research range is Glasgow of Scotland, Istanbul of Turkey, and Marseille of France among 54 cities appointed European Capital of Culture. These 3 cities are successful cases connected with Urban Restoration Program 따nong European Capital of Culture Cities, especially those are successful for the development of cultural infrastructure, the management of cultural programs, and the inducement of tourists. For success factor analysis and case study of those 3 cities' European Capital of Culture Programs and Urban Restoration Programs driven by the Culture, this study researches cultural surroundings, cultural city foundation, and present condition. Accordingly, for sustainable development of Gwangju City, 2014 Unesco Media Art Creative City, there are need to study successful cases of European Capital of Culture Cities and Urban Restoration Program driven by the Culture. Therefore, this study searches for successful ways of Gwangju as Media Art Creative City.
