Korea has an estimated 265,800 illegal foreign workers, working mostly in so-called 3-D (dirty, difficulty, and dangerous) jobs. They are vulnerable to abuse of workers' rights and human rights due to their illegal status. Furthermore, the health status of foreign workers is very poor due to unsafe working conditions. This study was done to identify the situation of work related services provided by non - governmental organizations for foreign workers. The survey took 30 days from March 1 to March 30, 2002. A self - report questionnaire was used with a total of 44 organizations. The survey had a completion rate of 42.3% and these questionnaires were used for analysis. The survey results show that about 77% of foreign workers reside in the Seoul metropolitan area. Religious groups run 60% of the organizations that give help to foreign workers, followed by social welfare organizations with 22%. For paid employees, 56.8% of organizations employed one to three paid workers, followed by 15.9% employing three to six paid workers. However, most of those organizations depend on voluntary workers. Most of the organizations provided medical services, labor and human rights related services, in particular, services related to delays in payment of wages and industrial accidents. About 36% of the budgets of these organizations come from the organizations that sponsor them, 32.4% from general donations, and 22% from members' donations. Most of the organizations face a shortage of funding, manpower and lack of cooperation by relevant organizations.
