Purpose: Accidents related to explosives are infrequent, but when they occur, they can be fatal. In the case of missiles containing large amounts of explosives, safety design is of utmost importance. However, researches on quantitative indexes for managing safety design activities and interest in safety design are lacking. Therefore, it is necessary to develop quantitative management indexes for implementing safety controls at the design level and secure safety through the safety design process in the development of missiles.
Methods: In this study, we propose a safety design process for missile development with hazard identification and risk assessment based on the MIL-STD-882E standard. Moreover, we develop quantitative management indexes (SMR, RAR) for controlling safety at the design level. The feasibility and effectiveness of these indexes are verified through case studies.
Results: A hazard analysis was performed on a missile system under development, and 26 unacceptable hazards were identified. Then, the problems affecting the existing safety protocols were identified using the proposed quantitative management indexes (SMR, RAR).
Conclusion: The implementation of a safety design process based on quantitative management indexes (SMR, RAR) from the early stages of research and development can improve the safety of missiles.
