The Secondary Cities Regional Project in Korea (the Gwangju Region Development Project) was among the early sites-and-services projects initiated by the World Bank in the 1970s. The project was exceptional because it was promoted along with the regional development projects and implemented in underdeveloped areas where the housing shortage problem was not serious. The purpose of this study was to investigate why the sites-and-services project was promoted with the regional development projects, clarify how the two types of projects are related, and evaluate the results. The results of this study are as follows: First, although the Korean government formulated a development plan for the Gwangju region long before signing the loan agreement with the World Bank, it failed to secure the project costs and had difficulty in completing the projects. The World Bank, however, had secured project costs but did not have enough sites for the projects. Because the interests of the two project entities matched, the World Bank"s policy reflected in the Korean government"s development plan, resulting in an unprecedented merger of the sites-and-services and regional development projects. Similarly, it would be easy to understand why the project would be promoted in areas where there was no critical housing shortage. Second, combining these two project types enabled tenants to solve the problem of low job accessibility due to the location of the project sites being in the suburbs. Although there were a few cases in which tenants were hired in newly built facilities, the Korean case is significant because the World Bank"s housing policy shifted from a project-by-project approach to a whole housing sector development approach in the 1990s.
