The purpose of establishing a 5-year comprehensive plan for basic income in Gyeonggi-do is to contribute to the introduction, settlement and expansion of a stable system of basic income in Gyeonggi-do. Gyeonggi-do basic income 5-year comprehensive plan’s vision system is as follows:
Vision is to securing basic economic rights and innovation of economic and social systems. 3 Core Values are fairness, freedom and justice. 5 Strategies and 10 Policy Tasks are as follows: 1. Establish an institutional foundation is composed of ① Promotion of legislation on basic income and ② Institutionalization of financing for the implementation of basic income. 2. Policy coordination consists of ③ Basic Income Local Government Council and ④ Basic Income Policy Governance Collaboration Network Establishment. 3. Socialization of public opinion has two policy tasks of ⑤ Provision of a forum for public debate on basic income and ⑥ Spread of social awareness of basic income. 4. Policy implementation and effectiveness verification is composed og three policy tasks, that is ⑦ Continued promotion of youth basic income policy, ⑧ Promotion of basic income policy for farmers (rural) (pilot project), and ⑨ Proposal and implementation of Gyeonggi-do basic income model. 5. Promotion of policy development research consists of ⑩ Basic income policy evaluation and policy direction study.
Actuation System is as follows: the 10 policy tasks of the 5-year comprehensive plan are shared and promoted by Gyeonggi-do, Gyeonggi-do Basic Income Committee, and Gyeonggi Research Institute under mutual cooperation. Gyeonggi Provincial Government reorganizes local government-level systems to improve basic income and complete basic income in progress. Gyeonggi-do Basic Income Committee is to establish detailed plans for the Gyeonggi-do 5-year Basic Income Comprehensive Plan and deliberation and resolution on basic income-related policies. And Gyeonggi Research Institute conducts research related to basic income comprehensively and systematically.
