The purpose of this study is to review the feasibility of developing an urban high-tech industrial complex as an industrial policy in Yeoju, where large-scale development is fundamentally impossible due to location regulations in the Capital region. The urban high-tech industrial complex is expected to play a role as a new growth base in the eastern Gyeonggi region by enabling high-density development of the knowledge industry. It is necessary to analyze whether the current location conditions in the eastern part of Gyeonggi-Do, including Yeoju City, meet the conditions for the development of an urban high-tech industrial complex. As a result of analyzing the location potentials of the high-tech industry in Yeoju, it is still insufficient compared to the neighboring cities of Icheon and Gwangju. However, in the future, the industrial development axis in the southeastern part of the Capital region, which leads to Seongnam-Gwangju-Icheon-Yeoju, etc., is expected to affect the creation of the Yeoju high-tech industrial complex. In the short term, along with the economic growth of the Capital region and the advancement of industrial structure, Yeoju city will have more opportunities to develop advanced manufacturing, R&D, and science and technology service industries. In the mid- to long-term, the knowledge service industries are expected to expand to the eastern part of Gyeonggi-Do.
The main conclusions of the study are as follows. First, the development of urban high-tech industrial complex is a new industrial location policy alternative for industrial advancement of Yeoju. There are growing needs to promote the establishment of urban high-tech industrial complexes in Yeoju city, and it is necessary to consider a plan to developing a large number of small-scale industrial complexes. Second, as a strategy for industrial development of Yeoju city, structural transformation should be promoted with a focus on high-tech manufacturing and knowledge service industries in the future. With the industrial structure centered on the primary industry and traditional manufacturing industry, it will be difficult to revitalize the local economy. In the short term, the scope of strategic industries will be expanded to include the IT convergence manufacturing industry and ICT industry in the mid-long term. Third, as a vision for the development of the urban high-tech industrial complex in Yeoju city, it can be set as an innovative growth platform in the eastern Gyeonggi region. It is necessary to give Yeoju city functions and roles that can contribute to the advancement of the industrial structure of the eastern Gyeonggi region and vitalization of the local economy. Forth, public preemptive investment in infrastructure is required for developing urban high-tech industrial complexes. The urban high-tech industrial complex develops into an innovation cluster by equipping not only high-tech companies, but also related support functions, universities and research institutes, and innovation infrastructure. Fifth, it is necessary to establish cooperative networks and establish a dedicated organization for fostering new growth industries in Yeoju city.
