The purpose of this study is to find the policy direction of Gyeonggi-do by analyzing the industrial ecosystem of the urban manufacturing industry in Seoul and Gyeonggi-do. Global large cities such as London and New York are implementing manufacturing promotion policy for employment (jobs), circular economy (sustainability), and innovative growth. In the major cities of Gyeonggi-do, an economic recession is occurring along with an absolute decrease in the manufacturing sector. It is necessary to review the feasibility of introducing an urban manufacturing promotion policy as a means of revitalizing the old industrial area in Gyeonggi-do. The main results of this study are as follows. First, despite the stagnation of urban manufacturing, the need for urban production continues, and furthermore, there is the development of high-value-added businesses. Second, with the advancement of urban manufacturing industry, the diversity of industrial structures in cities is expanding. Third, small-volume customized production, a characteristic of the existing urban manufacturing industry, continues, but as the regional division of labor weakens, the dependence on urban manufacturing clusters has decreased. The policy implications are as follows. First, there is a need for policy intervention for maintenance and continuation of urban manufacturing ecosystem. Urban manufacturing is an important component of the innovation ecosystem. Second, as a means of revitalizing the old industrial areas in Gyeonggi-do, support programs are needed for the development of urban manufacturing. Unlike in the past, the dependence of urban manufacturing on existing agglomerates has weakened, the possibility of urban manufacturing development has increased even in small and medium-sized cities(Bucheon, Seongnam, etc.) other than downtown Seoul. Third, as the concentration of specific industries in the urban manufacturing industry is weakening, it is necessary to support the creation of businesses that target customized demand within the city, such as lighting and furniture industries as well as clothing manufacturing and metalworking.
