This paper addresses the ways in which V.S. McClatchy, ajournalist and anti-Japanese propagandist, constructed Japaneseimmigrants as the Yellow Peril and legitimized the Asian exclusionon account of Japanese threats to whites in his 1919 pamphlet, “TheGermany of Asia.” By and large, he viewed the Japanese asundesirable immigrants in a similar way that late-19th-centuryanti-Chinese rhetoric racialized the Chinese. While the anti-Chineserhetoric was based on the idea of racial hierarchy between whitesand the Chinese, McClatchy’s anti-Japanese sentiment and claim forAsian exclusion tried to avoid invoking racial hierarchy betweenwhites and Asians. Instead he asserted that the innate differencebetween the white civilization and the Japanese civilization made it impossible and undesirable for the two races to coexist. He alsojustified his support of Asian exclusion by mobilizing the notionshared by white settlers’ societies around the Pacific that Japan hadposed a racial threat to whites, particularly after World War I. This paper shows that McClatchy’s legitimization of Asian exclusion as asurvival strategy of the white race came from the transnationalanti-Asian racism that permeated white settler countries around the Pacific.
