This study examines time and places of the quriltai, the “Great Royal Assembly” of the Mongol empire in the thirteenth to fourteenth centuries. The birth of the empire brought the Mongol Steppe to the forefront of Eurasia. The quriltai, which the Mongols created anew, was based on steppe culture, and played a major role in shaping the political, economic, and cultural order of the empire. At these assemblies, Mongol rulers like Chinggis Qan ascended to the throne, and decided important state matters such as military campaigns and the promulgation of laws. Gatherings were accompanied by feasts, called qurim in Mongolian and ṭōī in Türk.
The quriltai originated from the traditional annual ritual of worshipping tengri, the “sky god,” something nomadic peoples had done since the era of the Xiongnus on the East Eurasian Steppe. The quriltai irregularly performed other functions as well, like military councils, elections, and the coronation of a new ruler.
The Mongols expanded the scale of the quriltai in accord with the growth of their empire and changes in its political and economic structures. They held the assembly at irregular times in the Qa’an’s ordu or “mobile palace” for coronations of the new Qa’an, and at regular times in accord with his seasonal migration. The central opening place for the quriltai was the Great Qa’an’s ordu, especially sira ordu, namely the “golden tent.” When it needed financial support, the Mongols reorganized the imperial system of wealth dispensation and taxation. For example, the ǰisün feast, the royal festival in the sixth month of the lunar calendar, initiated by the Mongols in order to worship the Sky God and Chinggis Qan, probably at the time of Möngke Qa’an, was supported by supplies and treasures in granaries and treasuries—anbār and khazāna in Persian—in Qara Qorum and its outskirts.
