The purpose of this paper is to suggest guidelines for the optimal allocation of public finance among inequable regions to mitigate regional disparities. We construct a three-region numerical model in which each region holds the characteristics of Korea's regions, and finds policy implications as follows. First, each of the lagging regions needs more public expenditures to achieve the same economic growth than expected when there exists less degree of disparities. Second, as more workers migrate from the lagging regions into the overcrowded region, more public expenditures are required for the lagging regions to achieve the same economic growth. Third, each of the lagging regions could achieve the same economic growth with less public expenditures as time goes by in a cooperative game.
