The success of social dialogue as part of the policy-making process requires a ‘multifaceted politics of co-ordination’. Social dialogue requires a more careful and complex coordination of interests in a country like Korea, which has a strong presidential system; a relatively low level of parliamentary institutionalization; as well as low organizational concentration of interest groups, especially trade unions, Through the concept of “coordination politics” and by identifying the critical spots of coordination politics in the Korean experience, this study attempts to explain the failure of social grand compromise in Korea as well as to reflex the the previous interpretation. It can be analyzed by dividing political society (the administrative branch and the National Assembly) and civil society (labour and management interest groups) on the one hand, and the process of signing as well as the implementation of social agreements on the other. This study conceptualizes each of them as political support, social support, political acceptance, and social acceptance, and diagnoses the difficulties or failures of coordination at each point. In doing so, it aims to highlight the unintended consequences of coordination failures in the pursuit of social pacts and participation in social dialogue institutions under Korean conditions. It has been a constant and recurrent phenomenon within social dialogue as a new policy experiment and an attempt to reroute the politics of interests, which validates both the traditional neo-corporatist theories as well as the new theorizations since the 1990s. By highlighting the crucial points of coordination politics, we can understand the areas of policy-understanding coordination that need to be carefully examined in the Korean case and the practical necessity of actors" genuine strategic choice of actions in these areas. This interpretation highlights the crucial aspects of the phenomena in Korea that have been overlooked by the existing strategicist explanations and allows for a new hermeneutic.
