Recently, Populists in Hungary and Poland have taken over the judiciary and media through legal means and have been promoting an illiberal democracy that is distinct from Western liberal democracy. In this way, democratization in both countries is backsliding and authoritarian systems are being established. Against this background, the purpose of this paper is to examine the causes and processes of democratic backsliding in both countries. For this purpose, Section 2 confirms the democratic backsliding in Hungary and Poland through data from democracy evaluation organizations such as Freedom House, EIU, and V-Democray from 2010 to 2023. Section 3 examines the electoral sucesses of Fidesz in Hungary and PiS in Poland as populist illiberal parties. Section 4 examines the process of destroying the principles of liberal democracy and moving toward an authoritarian system, mainly from a legal and institutional perspective. In the conclusion, the endogenous and exogenous causes of the democratic backsliding in both countries are summarized.
