In the post-Cold War era, in Northeast Asia and nearby regions, the triangular alliance between North Korea, China, and Russia was loosened, while the military security structure that existed as the core axis of military security in Northeast Asia, with the ROK-US alliance and the US-Japan alliance, still operated in the larger framework.
It is not highly likely that the newly formed structure of Northeast Asia will lead to a complete confrontation between camps, as was the case during the Cold War. This is because there are very few benefits when the structure of economic and cultural interdependence and cooperation that was formed in Northeast Asia over the past 30 years after the end of the Cold War is replaced by the structure between the three countries: Korea, the United States, and Japan.
The way to strengthen the cohesion between the three countries of Korea, the United States, and Japan and North Korea, China, and Russia is to produce the effect of an alliance without concluding an alliance. In other words, the three countries of Korea, the United States, and Japan and North Korea, China, and Russia are attempting to create a de facto structure by regularly cooperating without concluding an alliance among themselves. The goal is to pursue a strategy to strengthen all-round cooperation at the level of an alliance through ‘routine cooperation.’
