This study aimed to promote the participation of women who have lower participation rate in sports and to establish a policy plan that can support the women''s participation in sports more easily for the purpose of life-sports'' vitalizations and it focused to devide them by life cycle of women, residential environment, and job occupation. The following results were obtained by analyzing civilian sports participation condition materials, questionnaire and policy delphi analysis. First, as a result of analyzing and improving the status of women''s physical education in the life cycle, results were obtained as adolescent period, women adulthood period, child rearing period, menopause period, and senescence period. Second, the situation analysis of women''s sports by the residential environment suggested the results as internal and external residential environment improvement. Third, labor decentralization policy, living right structure and political linkage of sports facilities as improvement plan and environmental analysis of women''s sports by occupation status. It is necessary to establish the Korea Women''s Physical Education Policy Development Institute (tentative title) and to create of women''s sports department in Ministry of Culture, Sports and Tourism.
