With the reconstruction period approaching for the first-generation new towns in the Seoul metropolitan area, there is increasing interest in appropriate development density. The 「National Land Planning and Utilization Act」 stipulates that “the development density, including the total floor area and population accommodation of buildings, should be in appropriate harmony with the processing, supply, and capacity of infrastructure.” This study examined the characteristics and changes in the public facility land plans of new towns in the Seoul metropolitan area, focusing on different development periods. To this end, we compared and analyzed the public facility land plans of 20 new towns, including five first-generation new towns, ten second-generation new towns, and five third-generation new towns, using indicators such as the proportion of land use types and the area per capita. The analysis included both the planned indicators and converted indicators reflecting the reduced household population in third-generation new towns. Additionally, we analyzed changes in the area of public facility land per capita in the first-generation new towns, considering an increase in the floor area ratio during reconstruction. As a result, we provided empirical data on the changes in public facility land in first-generation new towns during reconstruction. This data can serve as foundational material for establishing rational land use plans in future new town policies. Moreover, the study found that raising the floor area ratio for reconstruction in first-generation new towns could lead to a reduction in per capita public facility land, resulting in a deterioration of the urban environment due to insufficient infrastructure.
