The issue of population decline and local extinction in our society is a serious problem these days. The main reasons for population decline are not only fewer births but also people leaving the area. The government is focusing on creating places that reflect the region's characteristics and form a culture that ties people to the area. One key concept being discussed is place identity, but it's often talked about at a surface level without real understanding. Hence, there's a need for effective research from both academic and policy perspectives. Edward Relph proposed a theory to discuss place identity in detail. In this paper, based on his theory, standards for place identity analysis are established, and place identity is analyzed for actual places and quantified. The subject of the study is the Yangyang area, which has built a strong identity around surfing culture. As a result, it was confirmed that the Yangyang region has differences in place identity attributes, types, and levels depending on human experience and attitude toward the place, and that Jukdo Beach and Ingu Beach have different place identities. Jukdo Beach shows the characteristics of an actively interactive place identity centered on the community, while Ingu Beach shows the characteristics of a superficial place identity created for commercial purposes. To form a sustainable place identity, it should focus on close human interaction with the place. It must be managed to prevent it from becoming a superficial identity driven by commercial, functional, or popular trends.
