This paper proposes a transformative approach to inter-Korean dialogue by suggesting that the Democratic People’s Republic of Korea (DPRK) be recognized not merely as a political and diplomatic “other,” but as a distinct “cultural other” with its own unique desires, ambitions, and value systems, which differ from those of the South. It advocates for a shift from traditional nation-to-nation engagements to a more nuanced culture-to-culture encounter. Using an interpretivist perspective, this study examines the potential of Charles Taylor’s intercultural framework to identify and bridge the ideological and value-based differences between the North and South, initiating a dialogue aimed at establishing a shared epistemic foundation for mutual understanding and reconciliation.
