This study aimed to establish a clear concept of quality of life for rural residents and develop systematic indicator domains using Delphi analysis. A two-round Delphi survey was conducted with 17 experts in the field of rural residents' quality of life. The outcome of this survey defined rural residents' quality of life as "a concept that encompasses all elements that make life valuable in rural areas, including objective living conditions and the subjective perceptions of rural residents." The developed indicator system consists of five main domains: community, health and welfare, economy, education and culture, and environment and safety, along with 15 sub-domains. Notably, 'basic living conditions,' 'healthcare,' 'education,' and 'safety' received high consensus in both rounds of the survey, confirming their status as core elements of rural residents' quality of life. The system also included factors reflecting the unique aspects of rural life, such as 'community' and 'landscape.' The indicator system developed in this study is expected to enhance the quality of life for rural residents by informing the establishment and evaluation of rural policies and connecting with the Rural Development Administration's survey on Rural Wellbeing.
