In order to overcome the economic damage caused by COVID-19, the Korean government set up a supplementary budget of about 67 trillion KRW divided into four occasions in 2020. This study conducted an input-output analysis based on the 2019 Bank of Korea Industrial Association Table. The effect of the supplementary budget planning on the economy was estimated, and it was analyzed whether the purpose was achieved or not. With this analysis it was possible to understand that an increase of 1 KRW in the extra budget resulted in a production inducement effect of 0.357 KRW and an import inducement effect of 0.0781 KRW, also a value of 2.121 in labor inducement effect, and a value of 1.532 in employment inducement effect. In addition, all the inter-industry chain effects were lower than 1. The index of sensitivity of dispersion (0.9083) was more significant than the index of the power of dispersion (0.7359), leading to the conclusion that the supplementary budget played a more significant role in intermediate goods in other industries than in the production of other industries. In this study, we present a methodology that establishes a plan and confirming the achievement of the purpose through association analysis with other industries when drawing up a supplementary budget in the future present. It is the first paper to analyze the supplementary budget through input-output analysis.
