Small museums and memorial halls rooted in local communities play a vital role at the forefront of public history by directly engaging with local residents through exhibitions, education, and experiential programs. However, these institutions often face difficulties operating independently due to limited financial resources, relying heavily on subsidies from local governments or the central government, which can in turn restrict their operational autonomy. Most of these small institutions are managed by only one or two curators, who are responsible for a wide range of tasks including exhibitions, educational programs, cultural events, and administrative duties. The burden of excessive workload, coupled with low wages and precarious employment conditions, makes it difficult to recruit and retain qualified curators.
A representative example is MODERN HISTORY MEMORIAL HALL in Gangbuk-gu, Seoul, which is operated by The Center for Historical Truth and Justice. MODERN HISTORY MEMORIAL HALL focuses on the themes of independence and democracy, and actively carries out various programs such as exhibitions, educational courses, and academic research. Its planning of exhibitions and lectures reflects both regional identity and contemporary relevance, while docent training programs and youth participation initiatives further strengthen engagement with the local community.
To ensure the sustainability of small museums and memorial halls, it is essential to secure sufficient personnel and stable funding. Equally important are inter-institutional collaborations through joint projects and effective adaptation to digital transformation. These institutions are becoming key agents of public history by preserving and communicating regional history and culture.
