Declining birth rates and the demographic concentration in metropolitan areas have accelerated the decline of rural communities in Japan, resulting in deteriorating living conditions, including increasing numbers of vacant houses, declining service accessibility, and weakened community cohesion. Previous research on regional revitalization has emphasized factors such as local leadership, cultural assets, community engagement, communication, and resource utilization. However, these factors alone do not sufficiently explain divergent outcomes across regions, as results vary depending on local contexts and socio-temporal conditions.
This study introduces serendipity as a crucial yet underexplored mechanism in regional regeneration—defined as the capacity to transform unexpected events or discoveries into drivers of development. Serendipity demonstrates its greatest potential when coupled with systematic and sustained implementation. Using Kamiyama Town in Tokushima Prefecture as a representative case, this study analyzes four successful initiatives to examine how five elements of serendipity—curiosity, a prepared mind, agency and continuous effort, openness and flexibility, and social networks—interacted to generate transformative outcomes for regional revitalization.
Drawing on literature review and field interviews, the study presents Kamiyama’s regional innovation trajectory as an illustrative model showing how unanticipated opportunities can be leveraged for sustainable development. The findings offer new analytical perspectives and concrete policy implications for revitalizing rural communities in Korea and other aging societies.
