This study presents a quantitative analysis of container shipping unit cost (cost per TEU: Twenty-foot Equivalent Unit) between the traditional Suez Canal Route (SCR) and the Northern Sea Route (NSR) for the Busan-Rotterdam service in 2025. While the NSR has been anticipated to reduce costs by shortening distances, actual cost and operational data for container liners have been limited. The research calculates and analyzes unit transport costs per TEU, incorporating fuel, chartering, insurance, ice-breaking, transit fees, and EU ETS (Emissions Trading System) carbon costs for both routes, with validation through sensitivity analysis. Based on publicly available data, the estimated cost per TEU stands at $726 for a 20,000 TEU ultra-large container vessel (ULCV) via the SCR, and $1,128 and $1,404 for 4,300 TEU ice-class and non-ice-class vessels via the NSR, respectively. Despite the NSR’s shorter distance, it shows higher unit transport costs due to vessel size limitations, Arctic fuel regulations, ice breaking, and insurance expenses. Moreover, commercial NSR operations are limited to ice-class vessels, and regular operation of ULCV is currently unfeasible due to vessel size and ice conditions. This study concludes that, under current cost structures, Busan is unlikely to emerge as a container transshipment hub for NSR traffic. It recommends prioritizing high-value cargo and energy or bulk routes, rather than investing in regular container services along the NSR.
