Neo-liberalistic Higher Education Policy of the “Ministry of Education and Human Resources Development(MOE)” is commonly characterized by ‘marketization’ of higher education. By the MOE, the key strategy for national development in the 21st century is Human Resources Development, and national competitiveness in the knowledge-based society relies on the quality of human resources. But, the new higher education reform policies will have negative effects on universities. More and more universities are being privatised and the right to get a good education is more and more a question of money. Furthermore the establishment of the Alliance of national universities, voluntary merger and acquisition among private universities, reduction of the number of students and mergers of major, 'demand-oriented' education policy will be threatened Academic Freedom and autonomy of the universities. MOE's measures to promote Industry-Academia Collaboration are expected to contribute to introduce a spirit of entrepreneurship and competitiveness in the university atmosphere, but shall not enhance Democracy and Autonomy of the universities. Democracy and Autonomy of the universities may not be accomplished by improvement of budget system or MOE's administrative and financial support i. e. BK 21, NURI etc, but by abolishment of current governance system of the Higher Education Act. Public participation among interested parties regarding school management affairs in the decision making process is not guaranteed. Universities shall be encouraged to establish a democratic decision making organization for the purpose of intensifying the autonomy of university administration. So the Higher Education Act shall undergo revision.
