For the first five years of the 21st century, the Chinese government see a soft-landing start on the 10th five-year plan and is praised for the its success in raising national competitiveness, attained through the stable development of people's economical conditions. This change is playing an important role in giving a hope to the people for the future richness. Individual entrepeneur class, in spite of some problems arising from it, provides a great contribution toward the economic development and social stabilization. This article considers the growth process of individual entrepreneur class, and includes the following chapters: Chapter 2 will examine the formation process of individual entrepreneur class. Chapter 3 will specify both the growth process and present condition of individual entrepreneur class. Chapter 4 will consider the issues caused by individual entrepreneurs gathering together in the eastern parts of the country and some major cities. Chapter 5 is a conclusion, examining the rise of not only economic but also social influential power on the society of individual entrepreneur class.
