This paper provides an economic and management assessment of 'market-oriented' versus 'institution-oriented' approaches to industrial policy using the case of Korean economy. The economic analysis includes structural effect, resource allocation, welfare, and balance-of-trade effects. The management analysis investigates the effects of 'laissex-faire' orientation of economic policy in the past decade.This study suggests that the institution-oriented approach is more desirable for the economy. The reasons behind this finding are : (1) economic order for fair competition is needed, (2) a 'laissez-faire' approach is not conducive to establishing a sound business structure. Therefore, future industrial policy need to focus on two important aspects : 'maximization of policy success and 'minimization' of policy failure. Besides, not only the consideration of economic environment and resource constraint but also decision-making entity and policy management need to be enforced in new paradigm for industrial policy.I. 문제의 제기
