Non governmental organizations for social welfare have tried to reform social welfare system and introduce new social welfare system or policy. They also have been concerned about annual budget for social expenditure. Civil movement in the area of social welfare budget focused on expansion of social expenditure in the beginning, moving later to budget monitoring movement for social expenditure. It has become full-fledged movement since network of local social welfare movement organizations were organized in 2005.
This paper suggests some tasks of local civil organizations for social welfare in their activities. The tasks of the organizations are suggested in such area as activities of analyzing, monitoring, and expanding social welfare budget. And this paper emphasizes that citizens should participate in the budgetary process for preparing social welfare budget as a governance for social welfare.
