Korean Local Council has Audit and Inspection Power on the administrative affairs of executive branch of local government. Local Autonomy Act stipulates this power in article 36. The Purpose of this power is to ensure that the executive branch of local government implements local administration democratically and efficiently.
But not a few problems have been happened on the implementing processes of this power. These problems were examined in this article by institutionally and behaviorally. And the ways of correction on these problems were examined and also proposed desirable remedies. Two key points emphasized here are as followers.
The one is that all councilors should prepare a lots of related information for the audit and inspection committee's activities and should make strategic plans. And if needed, they should visit on the spot happened the very problems.
The other one is that every councilor as a member of inspection committee should have some standards to audit and inspect the administrative affairs such as rationality, efficiency, effectiveness, productivity, fairness, responsiveness, priority, innovativeness.
