Citizen participation has getting much spotlight in the 21 century. This is because modern public administration is based on governance structure. Governance paradigm demands participation of various stake holders. Citizen participation is getting much attention in this vein. In domestic side, various mechanisms of citizen participation also started to be introduced since DJ Kim's administration. Community center is one of the such mechanisms. The center was introduced to provide people with opportunities for participation in designing and self-managing towns and villages of people. Since then, government has tried to vitalize the community center and researchers have done their fair shares.
Nevertheless, the center is not making much progress and, in some respect, it is a program on paper. What explains this? This study tries to investigate the reason. The basic assumption behind this study is that there are serious flaws of government's perspectives looking at citizen participation. In this connection, the study reviews related theories to form a frame for the reference. The ultimate purpose of this study is to find out problems and suggest future directions.
