The empowerment approach in social work practice usually takes into account for the em-powerment of clients by the social worker's intervention. But there have been few studies looking at how the strengths and resources of the clients before any intervention is started take a role of scaffolder for the client to cope with hardships and to be resilient. Thus, this study investigated the level of empowerment of clients of women household in low income family at the beginning of the case management services started. Using the data set of a demonstration project for women household in low income family by the Ministry of Health and Welfare, this study examined the empowerment of the women indicated by a sense of ability and self-efficacy; their relationship with the women's personal, familial, and community variables; and the explanatory power of those variables for the sense of ability and the self-efficacy. As a result: 1) these women's level of empowerment was above the middle level of each of the sense of ability and self-efficacy; 2) these variables had significant relationship with age, current life satisfaction, family's health, and life sufficiency of the family; 3) regression model was significant for the sense of ability in terms of the personal and family domains of the variables and the family domain showed significant explanatory power for the self-efficacy. According to these result, suggestions were made for social work practice and practice research.
