It is expected that multi mode services by the terrestrial broadcasters would change the industrial structure of pay television markets, in particular, cable television providing similar multi channel services. This study aims to explore following research questions on multi mode services, 1) world wide trends of multi mode services, 2) influence of multi mode services on cable television market, 3) policy issues raised by multi mode services.
In results, firstly, almost all of the advanced countries such as U.S.A, France, and Japan have provided multi mode services. Secondly, multi mode services will take significantly current advertising market of cable television. Finally, various policy issues are required to review in preparation of launching the new service, for example, regarding revision of current broadcasting law, protection of public interest of terrestrial broadcasting, facilities of master antenna television, must carry of terrestrial broadcasting channels, licensing additional services such as paging, billing of license fee on multi mode services, etc.
