The reorganization of environmental agency is realized not by the administrative demand, but inter agency competition or environmental polluted accidents.
The purpose of this study is to suggest the criteria and direction of reorganization of environmental agency by the way of analysing various environmental organization.
In order to get sound and sustainable environmental agency, it is necessary to make administrative system to enable the harmony of economic growth and environmental preservation. And also, environmental agency has to be reorganized enable to integrated environmental management and to prevent environmental pollution.
