This study is on the self-governing capacity of local government. The capacity of local government is consisted of intrinsic and extrinsic factors. But the purpose of this paper is to examine some essential factors of intrinsic capacity of local government. And the meaning of 'capacity' here is 'the ability to do something or the level of the ability' and is mainly understood as an individual ability or special quality to achieve in an organization.
Local government in this paper is regarded as political system. According to the Political System Model, it has two important aspects such as structure and function. And the self-governing capacity of local governmen is usually decided by these two factors.
As structural aspect of local government, there are power structure, manpower structure, organizational structure, financial structure. and Functional aspect has management service function, development drive function and innovative creation function. Each structural and functional factor has also several sub-factors.
Some factors examined and selected in this paper are considered as most important factors on self-governing capacity of local governmen.
This paper also studied on how to improve the self-governing capacity of local governmen. Resources improvement, institutional enlargement, leadership enforcement are explained and prescribed here.
