The main purpose of this study is to find problems showed as a result of the financial devolution from the central government to the local government in the area of social welfare. Further, this study seeks for the possible alternatives to solve the problems. The conclusions of this study are the followings. First, the financial devolution from the central government to the local government causes the gap of welfare level among the local communities because of the budget gap among them.
Second, the financial devolution shows that most of local government cut the welfare budget to exit or adjust their budget pressure resulted in the shortage of categorical government grants.
To solve the financial problems come up with the financial devolution, the financial support from the central government is most important. One of possible way to lessen financial burden of the local government, the grant system of the central government is changed to enhance financial ability of the local government.
