The purpose of this study is to provide helpful information for our welfare policies improving self-sufficiencies of welfare recipients based on reviewing the current status and major changes of U.S. TANF programs and roles of public sectors in planning and implementing those programs. In order to achieve this purpose, this study reviews current U.S. TANF program focusing self-sufficiencies of welfare recipients and tries to analyze the changing roles of public sectors-federal, state, and county welfare and social service department.
Re-authorization of TANF programs in 2002 emphasizes that welfare recipients' duty for labor market participation, state's duty for supplying those recipients with supporting services, such as child care, public transportation services and so on. In addition, both the authorities and responsibilities of state government are strengthened by re-authorization process. As a result, the roles and governance among public government sectors have gradually changed. Especially the roles of county welfare department, which has traditionally played major role in providing diverse services and benefits for self sufficiencies among welfare recipients, has changed. Most county welfare departments increase interactions with county workforce development departments and cooperations with one-stop centers and Workforce Investment Boards in implementing TANF programs.
