This study aims to examine the usefulness and implementation of BSC models for Government Sector, the City of Bucheon. To survive in a competitive environment, Government Sectors are also forced to make long-term plans and visions. BSC is a strategic tool to help Government Sectors achieve their goals. It is, therefore, needed to study the feasibility of implementing BSC models in the Government Sectors, and to examine the effectiveness of BSC models in promoting competitiveness.
To achieve research purposes, this study conducted a survey of previous literature and case study of Bucheon City. The City of Bucheon had been through intensive preparation period ever since they decided to adopt BSC system for performance management in January 2004. From January 2005, the system was established for 11 selected departments pioneered the BSC model operation. The BSC system has been developed into customized model by internal policy committee's efforts with the help of external experts. The administrative performance of the City was evaluated by.
