There have been massive changes in the policy framework of US public assistance systems since late 1990's. Especially, the TANF rules imposing mandatory work requirements for all welfare recipients are increasingly strengthened after the 2005 re-authorizing process on the program. US government again stressed the importance of employment supporting services for the welfare recipients who have multiple barriers as well as who are relatively easy to get a job in short time. In order to increase employment rates among welfare recipients, both federal government and state government positively utilize the intermediary institutions which directly connect recipients to people who want to hire workers.
This study reviews US work supporting services in the welfare systems especially focusing on the recent changes after the 2005 TANF program re-authorization. The main purpose of this review lies on getting policy implications for Korean work supporting services in the public assistance program, which tries to find new and effective ways to support Korean welfare recipients who are eagerly to find jobs.
In order to achieving this purpose, this study first explores the coverage and types of intermediary institutions providing work supporting services in the US welfare systems. In addition, this study investigates the main characteristics of intermediary institutions-including non-profit, profit, educational, and public organization- and the relationships between these institutions and state(or local) government. Based on the types of relationships between these two parts, this study categorizes the roles of intermediary institutions into four groups: (1) state government -welfare department model, (2) intermediary institutions model, (2) state government- work development department model, (4) work development department services process model.
